The 10 Run Rule will be in effect for the Major and Junior Division (not Minors). (When Inter-leaguing the 10 run rule will take effect when Port Townsend is the home team).

Any player who is out of the lineup for more
than three consecutive weeks (or six games) is subject to removal
from the team by action of the board. The board of directors
reserves the right to allow such player to remain on the roster.
Managers must make the player agent aware if any player misses
more than two consecutives games for any reason. The Player
Agent will confer with the player and family. Failure of the
Manager to contact the Player Agent will be cause for corrective
action.

The L.L. Major Division shall be comprised of 9, 10, 11 and 12 year olds. (See Reg. III)

The L.L. Junior Division shall be comprised of 13 and 14 year olds. (See Reg. IV(a))

Drafting Up: No player will be called up from a Minor A Team to a Major Team in the last two weeks of the regular season. (See Reg. III(d)2). If a Major Manager becomes aware that he/she is losing a player through illness, injury, change of address or other Board approved reason, the Manager must notify the Player Agent. The policy for drafting up a Minor A Player to the Majors will be the following: At the start of the season all Minor A Players 9 years and older will notify the Player Agent that if a position in the Majors becomes available they would like to be considered. When the need arises, the Player Agent will provide the Manager with a list of those eligible and willing Minor A Players. The Major Manager must make a replacement selection within 3 days or the Player Agent will make the selection.

Rules and Regulation for Minor A Division are:
a. Two (2) hour time limit: No inning will start after the 2-hour limit has elapsed. (A new inning starts the moment the third out is made in the previous inning). A game may go 2½ or 3 hours in order to finish the last inning.
b. Teams: All members on the Team Roster must be included in the batting order for the entire game. An inning is over when three (3) outs have been made by the defense or nine (9) batters have completed their time at bat. The inning to follow must be start with 10, 11, 12 .... until three (3) outs or nine (9) batters. Only nine (9) players will be allowed in the field on defense.
c. Base stealing is allowed in the Minor A Division only. You may not steal home. Bunting is allowed only during live pitching.
d. The ball is dead when: the pitcher has the ball and is touching the pitcher's mound or has one foot inside a chalk circle encompassing the pitcher's mound or in the umpires judgment, all play has ceased.

Note: The pitcher can call for time by raising both hands (if he has control of the ball). Any player who is actively making an attempt at the next base when the pitcher call for time; will be awarded that base by the umpire after time is called.
e. Six (6) innings of live pitching starting with the first game of the regular season.

The Minor C Division will bat against a pitching machine operated by a coach or a qualified adult. The home team will supply the umpire for the game.

Each batter will receive seven (7)
pitches. (A pitch that bounces before reaching the plate or
is obviously not a hitable pitch will be declared "NO PITCH" if the ball is not swung at). There will be no walks. A batter is out if he/she swings and misses three (3) pitches or lets the seventh (7th) pitch go by without swinging. If a pitch hits a batter, another pitch will be awarded. A player at bat who fouls off the seventh (7th) pitch is not out but continues to bat until either hitting the ball and putting it in play or until swinging for a third (3rd) strike, or until failing to swing at a pitch which then becomes the third (3rd) strike.

On a ball hit to the infield an attempt
should be made to throw out the hitter or any runners on
base. The ball is dead when: the pitcher has control of the
ball while touching the pitchers mound or has one foot
inside a chalk circle encompassing the pitcher's mound or in the umpire's judgment all play has ceased.

A ball that is hit back to the pitching
mound and which goes between the legs of the pitching
machine is a fair ball.

If either a thrown or batted ball hits
the pitching machine, the ball is immediately declared a
dead ball. If a batted ball hits the pitching machine all
runners return to their bases and the batter receives the
pitch over. If a thrown ball hits the pitching machine it is
the judgment of the umpire in awarding the bases to the
runners.

At no time will a player take a position
on the infield near or around the moving parts of the
pitching machine (the side of the wheel).

No stealing or bunting against the
pitching machine.
-
The pitching machine will be set at 50%.
-
There will be only 6, 7, 8 & 9 year olds
in the Minor C Division.

The home team manager or coach will line the
field prior to the game and rake the field immediately after
each game.

The manager is responsible for cleaning up
the dugout after every game. All trash must be removed from
the dugouts.

Selection of All Star Managers and Coaches (PTLL Board has final approval). The Major Managers will have the option of being the Manager of either the Major (Little League) or the 9 & 10 year-old All Star team based upon their season ending winning percentage, i.e. Highest has first option, Second has second option etc. The Managers will select the Coaches to assist in tournament play.

Selection of All Star Players.
a. All Managers from the Major Teams and the Minor A Teams must attend a mandatory meeting to provide input in the selection of the All Star Players.
b. The All Star Managers and Coaches will then select the players for tournament play.

Prior to announcement of All Star selection the Player Agent must ascertain does the Player:
a. Meet age and residency requirements.
b. Parents and Player must commit via contract to making all practices and games for the entire duration of the Tournament. (Only excused absences are illness, family emergency or Board approval will be considered).
Once the Player Agent has accomplished the above, the announcement of All Stars will be made upon completion of all games but not before June 15th.

No dogs are allowed at the PTLL facilities.

No tobacco or alcohol use allowed at the PTLL facilities or practice fields.

All weapons are prohibited.

No artificial noise makers will be allowed during the games at PTLL Fields. Example: Air horns or pop cans with rocks.
